In order to thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th CPC National Congress and the 19th CPC Plenary Session, and promote the leading cadres to better adapt to the new requirements of the development of higher education in the new era, our university held a middle-level cadre training and a new semester work promotion meeting in stages. The theme of the conference is: Focus on the central work of the university, further emancipate the mind, change the concept, improve the position, build consensus, and strive to make the new journey of university reform and development in the new era.

Party Secretary Chen Liang made a speech at the meeting entitled "Seize the Opportunity to Ride the Tide -- Continue to Blow the Second Entrepreneurial Charge Horn". He points out, in 2019, the second party congress of the universities convened, sounding the horn of the second startup. The new leadership will continue to lead all staff adhere to the principle of keeping the concept of innovation, blowing second startup charge horns, strive to get a master's degree award authority as soon as possible, push the university to a new level, strive to write a new chapter in the construction of a first-class application-oriented university. Chen Liang stressed that to promote the second venture to achieve development, to complete the goals and tasks in the second half of the year with high quality, and to focus on the future development of the university, we need to make real efforts in the following "seven keys". First, "further strengthen the Party's overall leadership of the university". Second, "further strengthen top-level design and systematic governance". Third, "further focus on primary responsibility and primary business". Fourth, "further deepen reform and innovation". Fifth, "further strengthen the building of the cadre contingent". Sixth, "further strengthen the implementation of work". Seventh, "create a clean and upright political environment".

The President Liu Jianjun, on behalf of the University Party and Government Group, delivered a report, entitled "Make Unremitting Efforts to Write a New Chapter in the Construction of a First-Class Application-Oriented University". At the new semester work promotion conference, he summarized the work completed in the first half of 2022 from five aspects-- "Comprehensively strengthen the leadership of the Party to lead the high-quality development of the university", "Adhere to moral education, improve the quality of personnel training", "Adhere to the four aspects, serve the local economic and social development", "Adhere to reform and innovation, improve the modernization of the governance system and governance capacity", and " Overall planning of school resources, and constantly improve the service guarantee ability”. The key work of the university in the second half of the year was arranged in five aspects--"strengthening the overall leadership of the Party, promoting first-class Party building", "implementing the fundamental task of cultivating talents through virtue and comprehensively improving the quality of talent training", "strengthening discipline construction and scientific research, improving the ability to serve the society” “accelerating the modernization of the university governance system” and “building a safe and harmonious campus”.

During the training, Professor Zheng Xiaoqi, dean of Zhixing Academy of Beihang University, made a tutorial report entitled "To Standard Social Development, Adhere to Characteristic Innovation - Thinking on the Development of Shijiazhuang University". Xu Yongzheng, Hu Xiaoguang, Yao ZhenJun and Feng Baoqiang, leaders of the university, respectively, made special reports on the working ideas and experience. After that, the participants were divided into four groups to conduct group discussion and exchange on the theme of "Supporting the construction of provincial capitals" and specific issues based on Professor Zheng Xiaoqi's lecture. And each group leader reported the discussion. The four functional departments of Propaganda United Front Work Department, Student Work Department (Office), Academic Affairs Office, Scientific Research Office, and two teaching units such as the University of Literature and History, the University of Future Information Technology made typical reports on the completion of the work in the first half of the year.
