In order to further study and implement Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 20th CPC National Congress (hereafter referred to as the spirit), summarize and review the work of the first half of the year, study and plan the focus of the new semester work, and firmly promote the landing of the "1396" development strategy, from August 30 to September 1, our university held a new semester work promotion meeting, and held middle-level cadre training. All school leaders attended the meeting, all middle-level cadres, heads of special working groups attended the meeting. The meeting was presided over by XU Yongzheng, Deputy Secretary of the Party Committee.

CHEN Liang, Secretary of the Party Committee, made a speech entitled Improving the governance system, improving the governance efficiency, unswervingly promoting the implementation of the “1396” development strategy. Chen Liang pointed out that in the first half of this year, the university Party Committee comprehensively targeted the spirit and provincial and municipal work deployment, adhered to the trend of development, leveraged development, and characteristic development, actively seized the rare historic development opportunities for the coordinated development of Beijing-Tianjin-Hebei and the construction of the strong provincial capital, and put forward and implemented the "1396" development strategy. Under the joint efforts of the whole university, the various undertakings have shown a good trend of vigorous upward. Practice has fully proved that the "1396" development strategy has played a role in leading the goal, uniting people and improving morale, truly enabling the school's cadres and teachers to further boost the spirit of entrepreneurship, temper the iron shoulder that dares to take on, and gather the positive energy of unity and struggle.

CHEN Liang stressed that the new semester should focus on key work, in-depth study and implementation of the theme education of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, and go all out to fight and win the two hard battles, applying for Master's program and undergraduate education teaching audit and evaluation. CHEN Liang required that, on the basis of the completion of various key tasks in high quality, the construction of the school's governance system and governance capacity should be further placed in a prominent position, firmly centering on the goal of "speeding up, improving quality and improving efficiency". We will firmly and vigorously carry out the efficiency revolution, accelerate the formation of a system and mechanism that is more open, and full of vitality and efficiency, and meets the needs of the construction of a first-class application-oriented university, and use the "governance of modern universities" to gather momentum and energize the construction of a first-class application-oriented university. First, we must strengthen the construction of the Party's building and governance system and make achievements in upholding the Party's overall leadership. It is necessary to highlight the construction of the "four first-class" Party building organizational system that links up and down and implements effectively, and always ensure that the Party's leadership reaches to the end, every edge, and fully covers. Second, we should strengthen the construction of rules and regulations system and make practical moves in comprehensively promoting the management of the school according to law. It is necessary to effectively take rules and regulations as the criterion of school governance, truly act according to the system, use the system to manage people, and constantly improve the scientific, standardized and institutionalized level of school governance. Third, we must strengthen the construction of the work operation system and seek breakthroughs in improving the internal governance structure. It is necessary to scientifically clarify the functional positioning and division of powers and responsibilities of each governance body, carry out overall design and systematic optimization, and achieve the goal of being more scientific in the establishment of institutions, more optimized in the configuration of functions, and more efficient in the operation and management. Fourth, we must strengthen the construction of the assessment and evaluation system and open a new bureau on fully stimulating the internal driving force. It is necessary to adhere to the scientific evaluation orientation, establish a comprehensive assessment and evaluation system that is systematic, scientific and standardized, effective and simple, and stimulate enthusiasm, initiative and creativity in all aspects. Fifth, we should strengthen the construction of service guarantee system and make efforts to serve teachers and students wholeheartedly. It is necessary to focus on the urgent difficulties and hopes of teachers and students, make full use of information means, further optimize the convenience service measures, improve the service efficiency, so that teachers and students can share the results of school reform and development. Sixth, we must strengthen the construction of the supervision and inspection system and achieve results in the implementation of the end of the work. In accordance with the requirements of concretization, project and list, each work should have deployment, inspection, feedback, and effectiveness, compacting responsibility, demanding accounts, and turning the beautiful blueprint of the "1396" development strategy into a wonderful reality step by step.

Before the work promotion meeting, all middle-level cadres were trained. Professor YANG Dongguang, director of the Party Building Teaching and Research Department of the Party School of the CPC Hebei Provincial Committee, made a special guidance on "Adhering to the 'five must' and observing political discipline and political rules", and Professor ZHANG Yong, deputy director of the Party Building Department of the Party School of the CPC Hebei Provincial Committee, gave a detailed interpretation of the "Several Guidelines on the Political life within the Party under the New Situation". The two lectures have clear context, prominent focus and rich content, with strong ideological, pertinence and guidance.

During the training, the school leaders, combining with the work in charge of the current school, put forward some solutions to the problems existing in the implementation of "1396" development strategy, and the participants in the group conducted a full and heated discussion. At the work promotion meeting, the group leaders reported the group discussions respectively and made typical speeches on the completion of the work in the first half of the year, such as the School of Economics and Management, the School of Mechanical and Electrical Engineering, the School of Foreign Languages, the Youth League Committee, the library, and the Logistics Management Office.
