On December 2nd, the school party committee held a study session for the theoretical learning center group, deeply studying the important speech of General Secretary Xi at the National Education Conference. Meanwhile, it conveyed the notice of the Central Committee of the Communist Party of China and the State Council on issuing the “Outline for the Construction of a Powerful Country in Education (2024 - 2035)” and the spirit of the Hebei Education Conference. The school party secretary Chen Liang presided over the meeting and delivered a speech. All members of the central group attended the meeting, while the head of some offices were also present, such as the head of the Office, the Organization Department, the Publicity Department, the United Front Work Department, the Discipline Inspection Office, the Teachers’ Affairs Department, the Students’ Affairs Department, the Teaching Affairs Office, the Research Affairs Office, and the Graduate Education Development Center.

The participants unanimously held that the important speech of the General Secretary, from the strategic height of the overall development of the cause of the Party and the state, systematically arranged the strategic tasks and major measures for comprehensively promoting the construction of an educational powerhouse. The Outline is a guiding document for promoting the integrated development of education, science and technology, and talents, providing action guidelines and scientific guidance for universities to implement the tasks of building an educational powerhouse. The provincial education conference deeply analyzed the new situation and tasks faced by the education in Hebei Province, and made systematic arrangements to promote the high-quality development of education in our province and accelerate the construction of a strong educational province, providing a target direction for universities to plan and promote comprehensive education reforms with high standards.

Chen Liang emphasized that it is an important political task to study and implement Xi's important speech and the spirit of the National Education Conference. Combined with the spirit of the Education Conference of Hebei Province, the "1396" development strategy should be fully implemented in our school. Focusing on the development and main tasks of the school, the wisdom and strength of the school should be contributed to accelerate the construction of a strong educational province with practical achievements.

Firstly, it is necessary to closely center on the fundamental task of fostering virtue through education, and make coordinated efforts to advance the reform of the talent cultivation model. Efforts should be made to forge immersive ideological and political teaching models, and explore the establishment of a curriculum-based ideological and political education system that is both profound and extensive, aligning with students' actual needs and highlighting the characteristics of the discipline. The aim is to closely connect the course content with the forefront of technology, ensure talent cultivation closely adheres to industrial demands, and jointly cultivate high-quality application-oriented talents who have both theoretical knowledge and practical skills by the cooperation of schools and enterprises. Guided by the concept of comprehensive general education, the reform and innovation of general education should be promoted. Through strengthening the problem awareness, highlighting the practical orientation, the deep integration of “grand ideological and political education” and “grand general education” can be achieved in collaborative and open education.

Secondly, with the promotion of the spirit of educators as the core, the construction of a high-quality and professional teacher team should be enhanced in an all-round way. The daily management of teachers should be strict, the requirements for teachers’ morality and ethics should be strengthened, and the cultivation of teachers' ethics cultivation should be integrated into educational and teaching work. Excellent teacher models should be actively selected, publicity and guidance efforts should be increased. The professional training of teachers should be deepened to enhance their professional quality. The reform of the salary system should be deepened to stimulate the vitality of the teaching staff. The talent recruitment and cultivation mechanism should be further improved, and a complete follow-up management system should be constructed to enhance the overall educational quality and academic reputation of the school.

Thirdly, it is necessary to be firmly confident in development and actively offer vigorous talent, technological and service guarantees for the construction and development of the provincial capital. The scientific research management system should be refined, service guarantees strengthened, information sharing and achievement transformation facilitated, and efforts made to achieve breakthroughs in national-level scientific research projects and major achievement awards. The five major industrial clusters in Shijiazhuang City should be closely aligned with, industrial demands explored, technological bottlenecks focused on, and the transformation of scientific research achievements into real productive forces accelerated, providing technological support for the development of industries in the provincial capital. Technical cooperation and services with small and medium-sized enterprises in counties should be deepened. One-stop services such as technical consultation and product research and development should be provided, continuously enhancing the school's ability to serve the local economic and social development. Resources from Beijing and Tianjin should be leveraged to improve the school's scientific research capabilities and external influence. Focusing on the construction of an international metropolis, Shijiazhuang University should make contributions to the international domain. Efforts should be made to strengthen the cultural, artistic, educational, technological, and other humanistic exchanges among young college students from various countries, contributing the strength of the school to the construction of a modern, international and beautiful provincial capital city.
