Recently, the 6th Session of the 15th Shijiazhuang Municipal People’s Congress and the 5th Session of the 14th Shijiazhuang CPPCC successfully concluded after completing all agendas. During the“two sessions”, our school’s NPC deputies and CPPCC members conscientiously performed their duties of political consultation, democratic supervision, and participation in political affairs. They actively offered suggestions and proposals around the central work of the municipal party committee and key issues of public concern, in conjunction with the government work report. They submitted seven proposals and delivered over twelve speeches during group discussions, actively voicing the opinions of SJZU!
Chen Liang, Shijiazhuang Municipal People’s Congress Deputy and Secretary of the Party Committee of our school, proposed suggestions on “Shijiazhuang’s ‘Artificial Intelligence+’ Initiative to Accelerate the Innovative Development of the Data Annotation Industry”: First, provide more policy support and guidance for the development of the data annotation industry. The practices of Hefei can be borrowed which is to offer preferential policies for data annotation companies such as free venue rentals and employment subsidies. Second, enhance the cultivation of professional talent in the data annotation industry. More support should be given to universities in empowering their disciplines with “artificial intelligence,” and to data annotation practical projects, continuing education, and public training base construction to cultivate more specialized talents for the industry. Third, strengthen technological research and development in the data annotation industry. The cultivation and construction of key laboratories, industry-education integration innovation platforms, and collaborative innovation bases in the data annotation field should be accelerated to further effectively address the issue of high-quality full employment and provide crucial support for the healthy development of the artificial intelligence industry.
Chen Liang highlighted SJZU’s recent advancements in AI discipline development, particularly in computing power, algorithms, and data infrastructure. He stated that with artificial intelligence, the school will empower education and teaching, discipline development, talent cultivation, and scientific research. SJZU, focusing on “AI + scenarios” , will serve the city’s social governance, government services, and industrial development. It aims to cultivate more high-end undergraduate-level talent in large-scale model data annotation and provide ample talent support for the innovative development of Shijiazhuang’s data annotation industry, demonstrating greater responsibility and contribution in the construction of a modern, international, and beautiful provincial capital.
Wang Junqi, Shijiazhuang Municipal People’s Congress Deputy and Director of the Academic Affairs Office, proposed suggestions on “The New Era of Intelligent Manufacturing: New Paths for Skill Enhancement and Growth Channels for Industrial Workers.” He suggested that relevant government departments take the lead in establishing training institutions jointly formed by the government, universities, and enterprises, fully mobilizing and integrating educational resources from all sides to provide more targeted and cutting-edge skill training for enterprise employees, thereby cultivating more vocational talents suited to the new era and aligned with the industry.
Li Lin, Shijiazhuang Municipal CPPCC Member and Dean of the School of Music, proposed the following suggestion on “How to improve the cultural and artistic level of Shijiazhuang with high quality.” He suggested creating the “Shijiazhuang Music Festival” brand to elevate citizens’ artistic appreciation and literacy. He also proposed developing local brand art forms such as opera and drama to comprehensively reflect Shijiazhuang’s transformation in the new era. Additionally, he suggested integrating the red music culture, ancient Zhongshan Kingdom culture, and Zhengding historical culture within the Shijiazhuang region to ensure their inheritance and promotion.
Shi Yonggui, Shijiazhuang Municipal CPPCC Member and Dean of the School of Economics and Management, proposed renaming the “Liucun Station” on Metro Line 1 to “Shijiazhuang University Station.” He presented the necessity and feasibility of the renaming from the following three aspects: Shijiazhuang University is an important name card for the city; there are precedents for using university names for metro stations; the practicality of renaming the station to Shijiazhuang University Station.
Cui Wenguang, Shijiazhuang Municipal CPPCC Member and Professor at the School of Chemical Engineering/Biopharmaceuticals, proposed suggestions on “How to Promote the Digital Transformation of Small and Medium-sized Enterprises (SMEs).” He suggested that local governments should actively advance digital strategy plans for SMEs and alleviate transformation difficulties by continuously improving top-level design and specific implementation policies. They also need to strengthen management training on digital technologies and digital transformation for SME leaders, and encourage SMEs to actively participate in the construction of digital infrastructure, gradually forming software and hardware layouts that align with their industry ecosystems.
Liu Li, Shijiazhuang Municipal CPPCC Member, Vice Chairman of the Shijiazhuang Artists Association, and Professor at the School of Fine Arts and Design, proposed “Setting Up Cultural and Artistic Display Corners in Shijiazhuang’s Street Parks.” She presented the necessity and feasibility of this proposal from the perspectives of enhancing the city’s cultural image, enriching citizens' cultural lives, promoting cultural exchange and development, and improving the functionality of urban public spaces. In her suggestions on “Strengthening the Deep Integration of Art with Education, Employment, and Entrepreneurship,” she recommended increasing the precision of policy support, continuously improving the employment service system, refining employment and entrepreneurship support policies, and actively creating urban cultural display areas.
