On May 28-29, Shijiazhuang University held the Second Congress of its Communist Youth League and the Seventh Student Congress. The events were attended by Cao Shiyan, Deputy Secretary of the Shijiazhuang Municipal Committee of the Communist Youth League; Niu Mutong, Director of the Youth League’s Organization Department; Liu Miaomiao, Executive Chair-in-Office of the Shijiazhuang Students’ Federation; Chen Liang, Secretary of the University Party Committee; and Feng Baoqiang, Vice President of the University. Representatives from the Youth League Committees of Shijiazhuang Tiedao University and Shijiazhuang Vocational College of Science and Technology were also present.
Chen Liang, on behalf of the University Party Committee, expressed sincere gratitude to the Municipal Committee of the Communist Youth League and sister universities’ Youth League leaders for their longstanding concern and support for the development of the university and its Communist Youth League work. He extended warm greetings to all delegates, the entire body of Communist Youth League members, and all students of the university. Chen Liang highly affirmed the accomplishments achieved by the university’s Communist Youth League organizations at all levels since the First League Congress. These organizations have centered on core tasks, served the broader national interests, persistently armed youth with Xi Jinping Thought on Socialism with Chinese Characteristics in New Era, proactively addressed the practical needs of young students, and fostered their growth. Notable progress has been made in ideological and political education, enriching campus culture, serving youth welfare, and strengthening organizational development. Chen Liang emphasized that as the university’s reform and development enter a new phase, emerging challenges demand higher standards for Communist Youth League work. He put forward three expectations: First, Communist Youth League and student union organizations at all levels must uphold the fundamental mission of fostering virtue through education, supporting the construction of a first-class applied university through high-quality League work. Second, all League members should deeply understand the historical mission of Chinese youth in the new era, striving to become well-rounded socialist builders and successors with excellence in moral, intellectual, physical, aesthetic, and labor education. Third, Party committees at the university and college levels must fully recognize the significance of youth work under new circumstances, further strengthening and improving leadership over Communist Youth League and student union initiatives. Chen Liang urged all young faculty and students to "advance in stride with the motherland, progress in sync with the times, and develop alongside the university," creating glorious achievements worthy of the era and their youth.

He fully affirmed the positive role our university’s CYL organization has played in the city’s CYL endeavors and expressed his expectations for the Communist Youth League and student work at our university: hold high the Party’s banner by conducting ideological and political education activities that keep close to reality, daily life, and young people, promote national and modern spirit, and guide university students to strengthen their ideals and convictions; hold high the banner of service by organizing various activities centered on enhancing university students’ learning, innovation, and practical abilities, strengthening campus cultural development, and cultivating outstanding talents; hold high the banner of innovation by intensifying reform and innovation efforts, exploring diverse models for CYL branch establishment, improving the cultivation mechanism for CYL officials, and enhancing capacity building.

He pointed out that the Communist Youth League (CYL) serves as a bridge and bond between the university Party organization and the youth across the campus, a core force in uniting and organizing young students, a vital force in talent cultivation, reform, and development, and a fresh contingent in fully implementing the Party’s educational policies, adhering to the five-pronged education approach, and accomplishing the fundamental task of fostering virtue through education. All CYL members and cadres must uphold the correct political orientation and growth direction. Under the guidance of the "1396" Development Strategy, they should maintain vigorous vitality, high morale, and unwavering integrity, actively engage in the dynamic development of the six priority areas (including "Safe SJZU," "Striving SJZU," and "Beautiful SJZU"), and demonstrate youthful dedication, showcase youthful spirit, and contribute youthful strength on the university’s "second entrepreneurial venture," thereby achieving renewed excellence.
At the opening ceremony, Zhang Chen, head of the Communist Youth League Committee of Shijiazhuang Tiedao University, delivered a congratulatory speech on behalf of brother universities' CYL committees, and Wu Huilin, Chairman of the University Trade Union, delivered a congratulatory speech on behalf of the university’s mass organizations.
During the conference, Shi Cha, Secretary of the University Communist Youth League Committee, delivered a work report entitled "Under the Guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in New Era, Contributing Youthful Wisdom and Strength to Accelerate the Construction of a First-Class Application-Oriented University and Advance the New Journey of Chinese Modernization" on behalf of the First Committee of the Communist Youth League of Shijiazhuang University. Yang Zeren, President of the University Student Union, presented the Student Union Work Report to the assembly.
The assembly adopted the Resolution on the Work Report of the Communist Youth League Committee and the Resolution on the Work Report of the Student Union, and elected to form the Second Committee of the Communist Youth League of Shijiazhuang University and the Seventh Student Committee of Shijiazhuang University. The newly-formed Student Committee issued an initiative entitled "Season of Youth: Upholding Diligence and Frugality" to all students.
Secretaries and deputy secretaries of the General Party Branches from all secondary colleges attended the conference as non-voting participants. The assembly comprised 207 delegates from 17 delegations representing the Communist Youth League and student body.
