To thoroughly implement the guiding principles from the 20th National Congress of the CPC and its plenary sessions, earnestly act upon the requirements of the 10th Plenary Session of the 9th Hebei Provincial CPC Committee and the 11th Plenary Session of the 10th Shijiazhuang Municipal CPC Committee, objectively summarize the achievements in the university’s development during the “14th Five-Year Plan” period, and research and deploy the key tasks for the inaugural year of the “15th Five-Year Plan” period, Shijiazhuang University held a plenary session of the CPC Committee (enlarged) on March 6. University leaders Chen Liang, Wang Yongqin, Ji Lihuai, Feng Baoqiang, Li Juan, and Li Huilin attended the meeting. All members of the CPC Committee were present. Middle-level cadres not on the CPC Committee and heads of various special working groups were non-voting participants at the meeting.

Secretary of the CPC Committee Chen Liang delivered a speech on behalf of the Standing Committee of the CPC Committee, titled “Embarking on the ‘15th Five-Year Plan’ Journey Forging Ahead with Determination to Strive for a New Chapter in the University’s High-Quality Development.” Secretary Chen Liang pointed out that the “14th Five-Year Plan” period was an extraordinary and remarkably challenging five years for the university. Over these five years, the entire university community united as one, overcame difficulties with utmost determination, courage, and resolute measures, propelling various undertakings towards a positive and thriving development trend, and elevating the construction of a first-class application-oriented university to a new level. These achievements and developmental progress have further strengthened the entire university’s confidence in its development, laying a solid foundation and accumulating strong momentum for forging ahead during the “15th Five-Year Plan” period.

Secretary Chen Liang emphasized the need to seize the momentum, strive for excellence, and work diligently to create a brand-new situation for the university's high-quality development in the inaugural year of the “15th Five-Year Plan” period.First, one must be meticulous in achieving practical results, unwaveringly adhere to the Party’s overall leadership over the university’s undertakings, and use high-quality Party building to guide the high-quality development of the university.Second, one must consistently emphasize solid work, unswervingly promote the effective implementation of the “1396” development strategy, and effectively transform the beautiful blueprint into a developmental reality.Third, one must forge ahead with determination to open up new prospects, cohesively ensure a good start for the “15th Five-Year Plan”, and truly secure a “thriving start” in the first year to win “full success” over the five years.Fourth, one must fulfill responsibilities comprehensively and solidly, unwaveringly strengthen the cultivation of high-quality applied talents, and firmly pursue a distinctive development path for talent cultivation in application-oriented universities.Fifth, one must persevere in seeking practical effects, consistently serve the high-quality development of the local economy and society for the long term, and accelerate the formation of a virtuous development pattern characterized by “symbiosis between university and locality, and shared prosperity between city and university”.Sixth, one must consistently implement practical measures, persistently promote the deepening of comprehensive reforms, and continuously leverage new momentum for the university’s development.Seventh, one must muster all efforts to create tangible achievements, go all out to obtain approval as a master’s degree granting institution, and effectively enhance the university’s educational level and core competitiveness.

Chen Liang required that we strengthen responsibility, consolidate accountability, and continuously solidify a solid foundation for the university’s high-quality development in the first year of the 15th Five-Year Plan. We must foster a strong orientation toward “action”, revitalize the university through hard work with a strong sense of mission, and deliver more achievements that stand the test of time. We must refine professional capabilities, improve expertise, accomplish tasks effectively, and enhance the comprehensive ability to manage complex situations and solve development challenges. We must always preserve the integrity of “integrity”, uphold self-discipline and a clean atmosphere, and consolidate and expand a sound political ecosystem and educational environment. We must hold fast to the bottom line of “safety”, be mindful of potential risks in times of stability, take preventive measures, and build a strong safety defense line on campus.

Participants carefully listened to and held group discussions on the speech delivered by Chen Liang on behalf of the Standing Committee of the Party Committee. They unanimously agreed that the speech is visionary, profound, and inspiring; it is grounded in the present while looking to the long term, clarifies the direction and outlines the path, and provides guidance for this year’s work. All participants pledged to align their thinking and actions with the decisions and arrangements of the University Party Committee, advance the further implementation of the “1396” development strategy with high ambition through dedicated efforts, and strive to write a new chapter in the university’s high-quality development.
