On March 4th and 5th, 2026, the Fourth Session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) and the Fourth Session of the 14th National People’s Congress (NPC) were solemnly convened in Beijing. With immense excitement, faculty and students of our university watched and listened to the live broadcasts of the sessions via television, radio, online streaming, and mobile apps. They engaged in heated discussions on the Government Work Report, shared visions for future development, and set off a campus-wide upsurge of learning and discussion.

The 2026 Two Sessions are a highly important event held in the inaugural year of the 15th Five-Year Plan (2026–2030). The Government Work Report emphasizes “fully implementing the project of fostering virtue through education in the new era and advancing the integrated reform and innovation of ideological and political theory courses in primary, secondary, and tertiary schools.” We must unremittingly use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge souls and educate people, promote the integration of the Party's innovative theories into textbooks, classrooms, and minds, and precisely align with the requirements of core documents such as the Outline of the Plan for Building a Strong Educational Country (2024–2035), the Opinions on Implementing the Project of Fostering Virtue Through Education in the New Era, and the Opinions of the CPC Shijiazhuang University Committee on Further Strengthening the Construction of the “Great Ideological and Political Work” System. We will promote the solid implementation of all tasks with high quality. We will resolutely implement the decisions and deployments of the provincial and municipal Party committees, firmly grasp the fundamental task of fostering virtue through education, anchor the school-running orientation of being local, application-oriented, and internationalized, closely follow the goals and tasks of the third Party Congress, focus on the work theme of “continuously enhancing quality,” seize the momentum and strive harder, deepen comprehensive education reform, coordinate the integrated development of education, science and technology, and talent, drive overall improvement through key breakthroughs, stimulate endogenous impetus through reform and innovation, fully advance the in-depth implementation and tangible results of the “1396” Development Strategy, ensure a good start for the 15th Five-Year Plan, and lay a solid foundation for achieving the goal of building a first-class application-oriented university.

2026 marks the inaugural year of the 15th Five-Year Plan and a crucial year linking the past and future in the “Three-Year Action Plan for Building a Strong Educational Country.” The Government Work Report has clearly made top-level design for the integrated development of education, science and technology, and talent, requiring “classified advancement of university reform, dynamic adjustment of disciplines and majors, and launching of a new round of ‘Double First-Class’ construction,” which points out the direction and provides fundamental guidance for the high-quality development of higher education. As an application-oriented undergraduate university, we will thoroughly study and implement the spirit of the Two Sessions, uphold the original aspiration of fostering virtue through education, base ourselves on our school-running orientation, closely connect with regional development, actively integrate into the national education reform layout, activate development impetus through classified reform, consolidate the foundation of school-running through discipline and major optimization, and improve the quality of talent cultivation. This year’s Government Work Report proposes building a high-quality and professional teacher team and strengthening the construction of teachers’ ethics and conduct. The Personnel Department will center on the university’s development goals, closely adhere to the fundamental task of fostering virtue through education, prioritize quality, and vigorously recruit outstanding young doctoral graduates. We will prudently advance the reform of the professional title evaluation and appointment system, improve the teacher evaluation system, and build a classified evaluation system oriented toward innovation, quality, effectiveness, and contribution. Guided by the educator’s spirit, we will consolidate the foundation of teachers’ ethics and conduct, strengthen teachers’ ideological and political education, strictly enforce political and ethical standards, take teachers’ ethics and conduct as the primary criterion throughout the entire process of talent introduction, professional title evaluation and appointment, and merit evaluation, and strive to build a high-quality, professional, and innovative teacher team.

The Government Work Report has made systematic deployments for the high-quality development of higher education, which is deeply inspiring and encouraging. As a state-owned assets manager in a university, we will closely focus on improving the mechanism for aligning talent cultivation with the needs of economic and social development, take the whole-life-cycle management of assets as a starting point, strengthen overall allocation, precise control, and efficient revitalization, and promote the deep integration of state-owned assets with teaching, scientific research, and talent cultivation. We will adhere to both standardized management and quality improvement and efficiency enhancement, strictly control asset risks, improve utilization efficiency, and consolidate the school-running support through refined and digital management. Based on serving the national strategy and the overall development of the university, we will translate the effectiveness of state-owned assets management into school-running support capacity, and provide solid support for the university’s connotative development and innovation capacity improvement.

The 2026 Government Work Report focuses on the employment of young people such as college graduates, and explicitly puts forward the formulation of special employment support policies, setting the direction for promoting high-quality and full employment. Following the policy guidance, the Employment Service Center takes students’ needs as the core driving force and comprehensively improves the employment and entrepreneurship work system. It integrates the functions of employment and entrepreneurship service venues to build a “one-stop” employment service position. The center improves the teaching system of innovation and entrepreneurship courses, upgrades the school-based teaching materials, and launches the first experimental class on innovation and entrepreneurship. It accelerates the standardized construction of the career counseling room, fully allocates professional guidance teachers, and provides normalized personalized employment counseling services. By expanding the employment market and carrying out diversified guidance activities, the center broadens employment channels for graduates and improves the quality of employment.

The Two Sessions have drawn a new blueprint for national development and charted the course for the cause of education. We always put political construction in the first place, give full play to the political core role of the General Party Branch, and deeply integrate Party building work into the whole process of teaching, research and talent cultivation. The 2026 Government Work Report emphasizes “implementing the Project of Cultivating Virtue and Talents in the New Era and promoting the effective integration of ideological and political classrooms and social classrooms,” providing fundamental guidance for the reform and innovation of ideological and political theory courses in the new era. We will make comprehensive preparations for the implementation of the new plan for ideological and political theory courses in colleges and universities in the new era. Centering on the high-quality development of the course An Introduction to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will deepen collective lesson preparation and teaching innovation to lay a solid foundation for the development of ideological and political theory courses during the 15th Five-Year Plan period. Meanwhile, we will deepen practical education by taking the “Six Ideological and Political Courses” as the transformation path. We will build a six-in-one practical education system consisting of “Case-Based, Activity-Based, Field-Based, Field-Trip, Cloud-Based, and ‘My’ Ideological and Political Courses,” driving the deep integration of the “small classroom” and the “big classroom”.

The arrangements in the Government Work Report regarding the integrated development of education, science and technology, and talent, the deepening of “Artificial Intelligence Plus” initiatives, and the enhancement of international communication capacity have pointed out the direction for the reform of journalism and communication education. We will empower teaching reform with “Artificial Intelligence Plus”, integrate AI tools and convergent media production into the curriculum, and explore an interdisciplinary training model of “humanities + technology + art”. We will optimize the disciplinary ecosystem based on demand, dynamically adjust majors, strengthen industry-university-research platforms, promote employment advancement through a four-level linkage mechanism, and guide students to achieve high-quality employment in practice. With a sense of cultural responsibility to serve national strategies, we will guide teachers and students to draw inspiration from the practice of Chinese-style modernization, tell China’s stories well through lenses, and promote mainstream values with excellent works.

The Government Work Report stresses the “in-depth implementation of the seed industry revitalization” and the “improvement of the level of intensive processing of agricultural products”, and sets forth specific requirements on “building a diversified food supply system” and “strictly supervising the quality and safety of the entire food chain”. We will closely align with the needs of the regional agriculture and food industry, and deepen the integration of industry and education as well as the integration of science and education. Focusing on food security and seed industry revitalization, we will strengthen teaching and practice in improved varieties, sound cultivation methods and green production. In step with rural revitalization, we will carry out services such as agricultural technology extension, agricultural product processing and brand cultivation, and promote the application of scientific research achievements in fields and rural areas. Meanwhile, driven by the development of new quality productive forces in agriculture, we will optimize academic disciplines and majors, and further develop smart agriculture, intensive food processing and other fields, so as to bridge the “last mile” for the application of agricultural science and technology.

We will precisely align with the needs of economic and social development, dynamically optimize major settings and curriculum systems, promote the organic connection between the education chain, talent chain, industrial chain, and innovation chain, and ensure that talent cultivation truly serves the upgrading of regional cultural industries and the high-quality development of the local economy. At the same time, we will strengthen the independent cultivation of innovative talents, actively explore the interdisciplinary cultivation model of “art+technology+ humanities,” and stimulate students’ innovative thinking and creative potential. We will build high-level industry-university-research platforms and strive to cultivate art and design talents with firm cultural confidence, broad international vision, and outstanding innovative capabilities.

The 2026 Government Work Report mentions that we should take forging a strong sense of community for the Chinese nation as the main line, actively promote extensive exchanges, interactions, and integration among all ethnic groups, accelerate the pace of modernization in ethnic minority areas, and advance the building of a community for the Chinese nation. We should adhere to the Party’s basic policy on religious work, follow the direction of sinicization of religions in China, and strengthen the law-based governance of religious affairs. This points out the direction and provides guidance for the university’s united front work. We will continue to improve the pattern of great united front work, firmly grasp the historical position of the patriotic united front in the new era, implement the Party’s basic policy on religious work, actively promote education on forging a strong sense of community for the Chinese nation, strengthen ideological and political guidance, extensively build ideological consensus, and draw the largest concentric circle.

This year’s Government Work Report has made systematic deployments on implementing a proactive fiscal policy, optimizing the expenditure structure, strengthening whole-process performance management, and strictly enforcing financial discipline. We will closely follow the requirements of improving education quality and efficiency and precise and efficient fiscal deployment, adhere to financial management in accordance with the law and standardized management. We will strengthen rigid budget constraints, strictly control non-essential expenditures, deepen whole-process performance management, and allocate limited funds to teaching, scientific research, talent cultivation, and livelihood security. We will focus on key tasks such as discipline construction and the cultivation of top innovative talents to increase resource coordination and optimize fund allocation. We will strictly abide by financial discipline, improve internal control mechanisms, prevent financial risks, continuously optimize service processes, improve fund utilization efficiency, and safeguard the university’s “financial purse.”

The expositions on “cultural confidence” and “the inheritance of fine traditional Chinese culture” in the Government Work Report serve as core guidance for our teaching. We will organize in-depth discussions among teachers, strengthen curriculum-based ideological and political education, and explore the contemporary implications of fine traditional Chinese culture. In teaching classic texts, we will not only impart knowledge of language and writing but also guide students to understand the underlying patriotism, family-and-nation sentiments and national spirit, so as to implement the principle of “cultivating people through culture” in every class. Meanwhile, we will promote the creative transformation and innovative development of fine traditional Chinese culture. In response to the demand for talents driven by new-quality productive forces, we will add practical components such as new media writing and local cultural research. We will encourage students to tell China’s stories well in a modern voice and enhance their core competitiveness in adapting to social development.

I am greatly encouraged by the clear proposals in this year’s Government Work Report to “strengthen aesthetic education” and “implement the Aesthetic Education Infiltration Program.” As a vocal music student, I pay particular attention to the revitalization pathways and innovative communication of traditional arts. In recent years, the university has continued to invest in digital teaching. Examples include the AI navigation system in the library, recording and broadcasting facilities at the Integrated Media Center, and the “Yueyin” app developed by our college team—all of which have provided strong support for our exploration of integrating tradition and modernity. In the future, I will make full use of these university resources to explore innovative expressions of traditional opera elements through the medium of pop music. I will also expand their reach via short-video platforms, enabling more young people to appreciate the unique charm and contemporary value of fine traditional Chinese culture.
