On the morning of March 12, our university held a deployment meeting on internal control construction in the No.2 Lecture Hall. President Wang Yongqin and Ji Lihuai, Deputy Secretary of the University Party Committee, attended and addressed the meeting. Present at the meeting were all departments and units of the university, the principal financial approval persons ("one-pen" approvers) and internal control liaisons.

Wang Yongqin pointed out that we should anchor the goal of high-quality development of the university, build a tight internal control management network, and firmly safeguard the bottom line of risk prevention and control. We should promote the modernization of the governance system and governance capacity with stricter standards and more practical measures. She stressed that in internal control work, first, we must raise our political stance and deeply understand the significance of internal control; second, we must strengthen risk management and ensure that bottom-line thinking runs through the whole process; third, we must enhance inter-departmental coordination and foster a strong atmosphere. She urged all staff to advance the construction of the internal control system with a high sense of political, ideological and operational consciousness, with firmer confidence, more pragmatic measures and stronger responsibility, so as to continuously improve the university’s governance capacity and educational level, and make new and greater contributions to its high-quality development.

Ji Lihuai put forward four requirements for the concrete work of internal control construction across the university. First, we must raise our political stance, deepen our understanding, and build consensus on internal control construction. Second, we must focus on key links, refine control measures, and enhance the practical effectiveness of internal control management. Third, we must adhere to standardized management, cover all businesses, and improve the governance efficiency of internal control construction. Fourth, we must adhere to time nodes, earnestly carry out self-inspection and rectification, consolidate the foundation of internal control construction, and ensure the successful completion of internal control work university-wide.

At the meeting, Meng Haifeng, Deputy Director of the Finance Office, made detailed arrangements for the specific tasks and time nodes of internal control construction, and conveyed the guiding principles of the document issued by the Inter-ministerial Joint Conference Office on Regarding Unregulated Charges in Education of Hebei Province.
