To further deepen and deliver tangible outcomes from the education campaign on establishing and practicing a correct understanding of governance performance, our university convened a warning education conference for leading cadres on June 23. Chen Liang, Secretary of the University Party Committee, attended and addressed the meeting. All university leaders and mid-level cadres were present.
Chen Liang pointed out that since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has delivered a series of important expositions on fostering and upholding a correct understanding of governance performance from an overarching and strategic perspective. These expositions have calibrated the ideological and behavioral benchmarks for Party members and cadres, and provided fundamental guidelines for pursuing undertakings on the new journey. Since the launch of the education campaign, the University Party Committee has made thorough plans, conducted well-organized implementation and advanced coordinated progress, urging primary-level Party organizations to delve deep into theoretical study, conduct earnest self-examination and carry out solid rectification, so as to fulfill all tasks of the campaign with high standards and quality. Meanwhile, we must stay sober-minded that deviations in the view of governance performance have not been fully eradicated. Existing problems stem from flawed ideological perceptions as well as deficiencies in professional competence and work conduct. Party organizations at all levels and all leading Party cadres must face up to problems, stay alert to detect them, dare to confront them head-on, and be adept at resolving them.
Chen Liang stressed that carrying out warning education is a unified requirement set forth for the education campaign. We must thoroughly study and implement General Secretary Xi Jinping’s important expositions on establishing and practicing a correct understanding of governance performance, draw lessons from both positive and negative models, resolutely address deviations in the understanding of governance performance, firmly establish and fully act on a correct view of governance performance, and strive to deliver performance outcomes that benefit faculty and students through solid work.
Chen Liang noted that we must profoundly grasp three core questions: For whom should we deliver performance outcomes, what kind of outcomes should we pursue, and how can we achieve such outcomes? We shall stay anchored to the general requirements of the education campaign and write a new chapter for the high-quality development of the university with rigorous and pragmatic work conduct. Drawing on the important yardstick of the "Four Inspections" put forward by General Secretary Xi Jinping, he put forward four requirements:
First, we must reflect deeply on whether we uphold the political nature of running the Party for the public good, constantly temper our Party spirit and bear the overall interests in mind. We shall unremittingly forge our soul with the Party’s innovative theories, strictly enforce political discipline and rules, conduct serious intra-Party political activities, and fully implement democratic centralism.
Second, we must reflect deeply on whether we adhere to the value pursuit of delivering benefits to the people, always keep our original aspiration in mind and fulfill the fundamental purpose of the Party. We shall take faculty and students’ satisfaction, approval and tangible benefits as the fundamental yardstick for measuring the university’s governance performance. We will keep pushing forward the Nine Major Initiatives and Six Key Scenarios, making faculty and students’ sense of gain, happiness and security more concrete, tangible and accessible.
Third, we must reflect deeply on whether we abide by the basic principle of scientific decision-making, always seek truth from facts and follow objective laws. Guided by the Dual Excellence Program, we will unswervingly implement the "1396" development strategy, fully roll out the 15th Five-Year Plan, and make sustained efforts to accelerate the development of a first-class application-oriented university.
Fourth, we must reflect deeply on whether we uphold the fine work style of down-to-earth delivery, always stay pragmatic, focus on implementation and get things done. Leading Party cadres must cherish their posts, shoulder responsibilities and act proactively, cultivate broad vision and a big-picture mindset, build their careers and accomplish tasks with a correct understanding of governance performance, and drive institutional advancement, elevate the university’s development level and benefit all faculty and students through tangible achievements.
Chen Liang emphasized that we must fully apply the important requirement of three "earnest and solid" efforts, coordinate all components of the education campaign, and foster a clean and upright political ecosystem and educational environment.
We shall closely integrate the education campaign with the university’s annual core work, inspection rectification and deeper rectification of corruption in the education sector. We will maintain uncompromising standards, consistent intensity and undiminished momentum, establish and improve sound mechanisms to effectively prevent and rectify deviations in the understanding of governance performance, strengthen rigid constraints through strict supervision and discipline enforcement, and enable the correct view of governance performance to take deep root and prevail among all Party members and cadres.
