From June 11th to 12th, our school held the first meeting of the Fifth Session of the Faculty Representative Assembly and the Fifth Session of the Trade Union Representative Assembly.

At 9 a.m. on the 11th, the conference opened with the majestic national anthem. All school leaders took their seats in the front row of the podium, and Wang Fenglou, the chairman of the Municipal Education, Science, Culture, and Health Trade Union, attended the meeting to provide guidance. Official representatives, as well as non-representative middle-level cadres, members of the two representative bodies and one committee, representatives of democratic parties, and other attending representatives attended the meeting. The conference was presided over by Ji Lihuai, the deputy secretary of the school's Party Committee.

Chen Liang, the Party Secretary, delivered a speech. He pointed out that this conference was a united, democratic, and progressive gathering held during a crucial period of thoroughly implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, comprehensively carrying out the national, provincial, and municipal "14th Five-Year Plan" outlines, formulating and implementing the school's "14th Five-Year Plan" development strategy, and continuously promoting the effective implementation of the "1396" development strategy. The conference not only comprehensively and objectively summarized the outstanding achievements made since the fourth "Dual Representative Conference", but also made arrangements and deployments for the key tasks during the "14th Five-Year Plan" period.

Chen Liang pointed out that this year marks the beginning of the "15th Five-Year Plan" era. All delegates should closely align with the decisions and arrangements of the school's Party Committee, demonstrate a new image and take on new responsibilities as new representatives, actively engage in teaching and scientific research, fulfill their duties in management and service positions, and accelerate the high-quality development of the school's various undertakings to a new level.

Chen Liang emphasized the need to elevate our perspective, cultivate students' souls, and maintain the fundamental principles of education while adhering to the correct political direction. We must adhere to the socialist direction of education, keep in mind our original mission of educating people for the Party and nurturing talents for the country, further integrate the fundamental task of cultivating students' moral character into all aspects of the entire educational process, and strive to cultivate more high-quality applied talents with both moral integrity and professional competence who are capable of taking on major responsibilities for local economic and social development. We must anchor our goals, strengthen our confidence, and demonstrate our commitment and actions while adhering to the correct development strategy. We must persist in following through on a single blueprint, promote the implementation and fruition of all tasks outlined in the "14th Five-Year Plan" with a persevering spirit, and further transform the "1396" development strategy into a vivid reality that is visible, tangible to teachers and students, and promising for the future. We must unite with one heart and one mind, move in the same direction, and write a new chapter of development by fostering a cohesive and progressive force. We must firmly establish a sense of ownership, consciously align our thoughts and actions with the goals set by the conference, pool our wisdom and strength towards clearly defined key tasks, continuously consolidate and expand the good situation of unity, smoothness, integrity, and vigor, and persistently create a clean and upright political ecology, a development ecology conducive to entrepreneurship, and a harmonious and upward educational ecology.

Principal Wang Yongqin, on behalf of the school, delivered a work report titled "Uniting our hearts and efforts to seek development, persevering to achieve greatness and write a new chapter, striving to create a new situation for the construction of a first-class application-oriented university".

The report points out that the guiding ideology for the development of the school in the next five years is to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and all previous plenary sessions of the 20th Central Committee, comprehensively study and implement General Secretary Xi Jinping's important expositions on education, implement the party's educational policy, adhere to the socialist direction of running schools, fulfill the fundamental task of cultivating students with moral integrity, always adhere to the "local, applied, and international" orientation of running schools, base itself on the provincial capital, face Hebei, radiate to Beijing and Tianjin, uphold the concept of "building a teacher-oriented institution and strengthening the school through application", focus on the theme of "continuously strengthening and improving quality", unswervingly implement the "1396" development strategy, develop with the trend, leverage development, develop with characteristics, and develop with high quality, strive to write a new chapter in the construction of a first-class applied university, and make new and greater contributions to the construction of a powerful educational country in the new era.

The report points out that during the "15th Five-Year Plan" period, the main development goals of the school are: driven by the construction of the "Double Excellence Project", anchoring the goal of "strengthening the foundation" for the second round of entrepreneurship, unswervingly implementing the "1396" development strategy, promoting the "four first-class" party building organizational system to be more perfect, making the discipline and professional structure more reasonable, significantly improving the level of the teaching staff, comprehensively enhancing the quality of talent cultivation, increasing both the quality and efficiency of scientific research and innovation achievements, significantly enhancing the ability to serve society, expanding and improving the quality of opening up and running schools, continuously optimizing the overall quality of the campus, and perfecting the modern governance system.

The report points out that the main tasks of the school in the next five years are: to take political construction as the guide, continuously strengthening efforts to promote the Party building pilot project to achieve new results; to prioritize discipline construction, continuously strengthening efforts to promote the discipline and major adjustment and optimization project to achieve new results; to rely on talent to strengthen the school, continuously strengthening efforts to promote the young talent cultivation project to achieve new results; to take moral education and talent cultivation as the foundation, continuously strengthening efforts to promote the comprehensive quality improvement project for students to achieve new results; to use scientific and technological innovation as the engine, continuously strengthening efforts to promote the major scientific research achievement cultivation project to achieve new results; to be oriented towards serving the local community, continuously strengthening efforts to promote the integrated development project of industry, academia, research, and application to achieve new results; to take openness and integration as the path, continuously strengthening efforts to promote the quality and efficiency improvement project of internationalized education to achieve new results; to serve teachers and students as the purpose, continuously strengthening efforts to promote the campus quality transformation and upgrading project to achieve new results; and to deepen reform as the focus, continuously strengthening efforts to promote the governance efficiency upgrading project to achieve new results.

The report emphasizes that to achieve the aforementioned goals and tasks, we must adhere to the leadership of the Party, maintain strategic focus, uphold the cultivation of morality and talents, center on teachers and students, and persist in reform and innovation.

Vice President Feng Baqiang gave an explanation on the "15th Five-Year Development Plan (Draft) of Shijiazhuang University".

The conference also heard the work report of the fourth committee of the trade union and the report on proposal work on the spot.

During the meeting, the delegations of the Teachers' Congress and the Workers' Congress carefully discussed and deliberated on a series of documents, including the school work report, the school financial work report, the labor union work report, the labor union financial work report, the labor union economic audit work report, and the proposal work report. They also conducted in-depth discussions on the "15th Five-Year Development Plan (Draft) of Shijiazhuang University".

In strict accordance with relevant regulations and procedures, the conference elected the fifth committee of the labor union, the fund review committee, and the female staff committee; and voted to approve the composition of the democratic supervision committee of the teachers' congress, the welfare committee, and the proposal committee.

The conference voted and adopted resolutions on the school work report, the "15th Five-Year Plan" development strategy, and the labor union work report.

At 10 a.m. on June 12th, the conference successfully concluded all its agenda items and closed with the solemn singing of the "Internationale".
