On July 14, the Theoretical Learning Center Group of the University Party Committee convened a pre-meeting study session for the thematic democratic life meeting focused on rectifying inspection feedback issues. Participants collectively studied Volume I and Volume II of Selected Works on Party Building by Xi Jinping, the Regulations on the Selection and Appointment of Party and Government Leading Cadres, and the Implementation Rules for the Education System to Implement the Measures for the Implementation of the Responsibility System for Ideological Work of Party Committees (Party Groups). Chen Liang, Secretary of the University Party Committee, presided over the meeting and delivered a speech. All members of the Theoretical Learning Center Group attended the session and engaged in in-depth exchanges and discussions in light of their respective work portfolios.

The meeting pointed out that we must thoroughly study and implement Xi Jinping Thought on Party Building to consolidate the ideological foundation for running the university. Volume I and Volume II of Selected Works on Party Building by Xi Jinpingfully document the formation, enrichment and evolution of Xi Jinping Thought on Party Building, and vividly reflect the internal logic that theory originates from practice and guides practice. They serve as authoritative textbooks for Party members, cadres and the general public to read original works, study original texts and comprehend the essence of theories, and to thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Party Building. The whole university shall regard the study and implementation of Xi Jinping Thought on Party Building as a major political task for the present and the long term. We shall pursue sustained, in-depth and systematic learning, and intensify publicity, reporting, research and interpretation efforts. We shall align the fundamental direction of university governance with the Party’s innovative theories, lead the development of a first-class application-oriented university through top-tier Party building, and drive the university to make a good start and lay a solid foundation during the 15th Five-Year Plan period. We shall benchmark against Party building-related problems raised in inspection feedback, fully implement the principal responsibility of the Party Committee, translate learning outcomes into concrete measures for inspection rectification, and earnestly and thoroughly deliver on the follow-up work of inspection rectification without compromise.

The meeting emphasized that we shall standardize the work of cadre selection and appointment, and foster and reinforce a correct orientation for personnel selection. The Regulations on the Selection and Appointment of Party and Government Leading Cadresconstitutes the fundamental guideline for cadre selection and appointment in the new era and an institutional guarantee for cultivating a contingent of high-caliber professional cadres who are loyal, clean and responsible. We shall master the relevant provisions and requirements, and faithfully implement the decisions, arrangements and requirements of the Party Central Committee with Comrade Xi Jinping at its core on personnel selection and appointment. We shall prioritize the Party’s political development, further elevate our political stance, highlight political standards, strengthen political assessment and enforce strict political discipline in cadre selection and appointment. We shall improve and refine cadre selection and appointment work, coordinate all links of cadre selection, cultivation, management and deployment, and strive to forge a high-caliber contingent of cadres who are loyal, clean, responsible and capable of shouldering the university’s development missions.

The meeting required that we fully implement the responsibility system for ideological work and firmly safeguard all campus positions. The Implementation Rules for the Education System to Implement the Measures for the Implementation of the Responsibility System for Ideological Work of Party Committees (Party Groups)provide clear guidance for ideological work in institutions of higher education. We shall fully implement work responsibilities, conduct regular investigations, screening and risk assessment of key positions including classroom teaching, textbook selection, campus media and student associations. We shall improve and enforce mechanisms for public opinion emergency response, the "one report for one event" rule for social science activities, and the "three reviews and three proofreads" system for information release. We shall strengthen the governance of the campus online ecosystem and strictly curb acts of teachers and students illegally bypassing internet access restrictions. We shall resolutely guard against infiltration and erosion by all kinds of erroneous ideological trends, and firmly hold the leadership, management and discourse power over ideological work.

Prior to the meeting, members of the Theoretical Learning Center Group studied General Secretary Xi Jinping’s important expositions on inspection work, the Regulations of the Communist Party of China on Inspection Work, the Guidelines on Political Life Within the Party Under New Circumstances, theRegulations of the Communist Party of China on Intra-Party Supervision, and other documents.
